Looks as if asking for it, with that missing part/plate off the wheel there....

that's an odd ball setup to ME, never seen that before, I don't think....

and so I have to ask WHY is it built that way?? what issue does it solve?? looks like it makes getting that rim/rubber on/off , a real bitch.....

Those are wheel weights. If it was a single solid cast iron weight, each side would probably be in excess of 500 lbs.

This way a single person can add weight to the wheels without a crane or another tractor with a front end loader.

Yep, wheel weights. There's a rim behind them. Although I'm not sure the reason for the single piece missing, maybe to be able to reach behind and get to the bolts?
