If he adhesive used to secure the cowboy hats to the birds is deleterious to their health, I'd say they have a legitimate point. If it just harmlessly disintegrates after a few days and the hats and adhesive simply fall off, no harm, no foul (fowl), then I'm OK with the prank.

I share your feelings that pigeons are pests, but I'm still against animal cruelty for the sake of being cruel. It's unclear whether this prank is actually cruel to the pigeons. I mean, if not, I'm OK with pigeons being humiliated within the bird community at large.

I just assumed the pigeons brought them from home and wouldn't wear them if they were harmful.
