CBD?

CBD oil/gummies that has less than .03 THC is legal here. But on certain drug tests you can still test positive for thc. I don't want any of that chit in my system for my osteoarthritis so I won't use it. You can get hemp oil without thc and that's what I use. It works really well for me for a few hours.
For specific areas like shoulders/hands I us a product called Arnicare. It comes in a roll on/gel/creme. I swear by it, in about 90% of the time after i apply it within 5 minutes or so my pain has basically disappeared! Sometimes I have to apply it again but it has never failed me but one time and that was on my lower spine.
The Voltaren is the brand name of Diclofenac sodium 1% and it doesn't work as well for me.

Kinda like comparing a good Micro brewed amber against a Coors light.
The oil I've made is/was given, gratis to anyone that has a need for it. My wife's uncle uses it for pain from stage 4 pancreatic cancer, and he swears by it as he doesn't like opioids. The other friend I gave some to said it helped with her Menears disease. Myself, I believe that a lot of this psycho somatic.

My buddy that makes CBD oils gives me a couple bottles a year to take to my Mother. I mule his product locally to some people on my side of town and the bottles I get are the gift for helping his business.

And Arnicare sounds like a real game-changer for you. Quick pain relief in those specific areas like shoulders and hands is a win in my book. It's all about finding what suits your needs.
As for Voltaren, well, it's not always a one-size-fits-all deal when it comes to pain relief. We're all different, after all.
