If he hadn't killed off all those old folks, he's still have that extra House of Representatives seat. Or, he could have stopped punishing his people by putting them all out of work and forcing them to flee to free states. Either way.

Actually, killing off the old people was probably a good budgetary move. Must have been at least some public pensioneers who now don't need to be paid every month. That's an effective, yet savage way of saving money.
