At the mid point or bottom of some of the bigger hills, there is a runaway truck ramp.
Its there in case an 18 wheeler loses its brakes. Its like a mini-exit on the right hand side and usually goes up and terminates in a sand pile. In the winter, the sand freezes like concrete so the snow is used to slow the truck down.

The only one near me is on the Mass Pike in the Berkshires. If you miss a downshift in an older truck, you'll never get the trans back in gear so that is another reason they are there since you'll overheat the brakes.
