As an insider, I will give you some insight into this.

The old Veterans Stadium was a throwback to the old days of dual-purpose stadiums and low budget franchises. There were actually three occupants, The Phillies, The Eagles, and The 76ers corporate offices. The city of Phila. got a piece of any action, to the tune of 56% of revenues, including parking and concessions. Each of the teams leaders disliked each other.

Philly put up 80 million dollars, a rather large amount for updating the place back in 96. The teams simply had to tell them what they wanted done. Some of the money was spent sprucing things up, but the teams took the position of "fk you" we want our own stadiums, and didnt spend the money, for the most part.

The Eagles, for better or worse, let anyone in with or without tickets. 20 bucks to any gate keeper got you in, because demand for tickets just wasnt there. That caused a lot of issues. The judge who volunteered for stadium court did so for a variety of reasons, mostly political clout, not because it was so horrible. It got him serious name recognition, and frankly he had fun with it. He was also a member of my Irish society, so I knew him both professionally and personally, and hoisted many beers with him.

The media was complicit in bad-mouthing the stadium, and made it seem MUCH, MUCH worse than it was. I knew it intimately, as I had the HVAC service contract there on the entire place. Most of what was written was to sway taxpayers into putting up the cash to build two new stadiums. The owners of the Phillies made out like bandits on that deal, and royally fked taxpayers.
