Insurance Rebates Coming Soon, Thanks To ObamaCare

Insurance rebates are now in the mail, after the federal government announced that 12.8 million Americans should receive rebates on their health insurance premiums, with the average household rebate check at $151.

The Columbia Tribune reports that the checks are either in the mail or in the hands of those who paid the premiums. In most cases, these people are the employees of companies who have health insurance through a commercial plan.

The the state of Missouri, $65 million in rebates will be received by August 1st, and will be shared among 588,000 private health insurance customers. The Great Falls Tribune notes that 25,353 Montana residents will benefit from an average rebate check of $194 from their health insurance companies.

These rebates are being sent out as a provision in the federal Affordable Care Act (also known as ObamaCare) called the “80/20″ rule, which requires health insurance companies in both individual and small-group markets to spend at least 80% of consumers premium payments on medical care or health care plan improvements. Under the provision, large-group market providers are required to spend at least 85% on improvements.

According to The Columbia Tribune, however, most employees who do have health insurance will not see an insurance rebate, because companies who are self-insured (meaning they offer their own plans that are administered by an insurance company) do not qualify for the rebate provision.

Employees that are covered under a commercial plan may not see a cut of the refund either, because the insurance rebates are being sent directly to employers, who can decide whether to give a percentage to the employee or apply it toward the next year’s premiums.

Oh yeah, it's their specialty! Well, in this case, telling someone else to give money back...since they (big gov) didn't take it they instead are forcing businesses to give some back.

We have privately funded insurance where I've worked for 25 years, my reward from Nobama won't be a forced rebate check, but instead my taxes will go up in I believe 2016 because my health insurance is so much better than everyone elses' that it's not fair, therefore, I should have to pay taxes on the "excess" that I get from my company.

Then you do not understand what is happening here with the rebate checks.

Your INSURANCE company is giving the money back to you not the government. Obamacare has the "medical loss ratio" provision that requires health insurance companies to spend 80% of the consumers’ premium dollars they collect—85% for large group insurers—on actual medical care rather than overhead, marketing expenses and profit. Failure on the part of insurers to meet this requirement will result in the insurers having to send their customers a rebate check representing the amount in which they underspend on actual medical care.

What’s more, employers can plow all the rebate money, including the workers’ share, back into improving the company’s health plan. For example, they could shave premiums by a few dollars in each pay period.

So how many households will get rebate checks in the mail?

"We wouldn’t know that at this particular point," acknowledged Mike Hash, head of the health reform office at the federal Health and Human Services department. Others looking at the government’s figures suggest it may be closer to 3 million.

The health care law requires insurers to spend at least 80 percent of the premiums they collect on medical care and quality improvement, or return the difference to consumers and employers, in what’s called the 80/20 rule. It’s the first time the government has imposed such a requirement and rebates are due by Aug. 1.

It stands to reason that a big chunk of the rebates will go to employers, not consumers, said Larry Levitt, an expert on private health insurance with the Kaiser Family Foundation.

"For many people it’s the employer who is paying the bulk of the insurance premiums," said Levitt. "If the premiums were too high, it’s the employer who should be getting the benefit of the rebate."

According to the administration report, 2.6 million households due rebates purchased their coverage directly from an insurance company. Levitt said it’s this group that is most likely to get a check in the mail. Those households are home to some 4 million people.

Even if most people don’t actually see a check, Levitt said rebates are still one of the most tangible early benefits of the health care law.

The only way they can make more money is to stop spending so much on advertising or reduce overhead. That is the law.

I'm sure that 80% is aggrigate of all their policy holders, otherwise my United owes me about $11K from last year as all they spent on me was a $100 wellness visit.

I'm not sure how the government deciding how a private company makes and spends its money is "great for Americans".

Hopefully it won't matter in six months.

I think ours was $64. It's pretty ridiculous and is a tiny fraction of what I spend on hour HC insurance. And no, it won't make me suddenly change my mind and vote for Obama in November.
