The foundation is most important and not a place you want to cheap out on. I would like to see the pics and size of the steel used and hope the block was filled as well. Nice trick that the builder pulled getting him to back fill it so he had proof he knew what it looked like.

Not at all just giving some advice from posted pics before it gets any further. Best to do it right the first time. surely someone that might be believed might be able to help. A few pics of the forms and steel would help. From what has been posted not sure that they were even used. I have ignored all the ignorant personal attacks.
