well got the battery in , tried starting the vulcan 1500 , all of a sudden i started getting fuel coming out of the vent line, yes its a idea as to what can it be, it maybe the float bowl, but really am not sure

its coming out of the vent line, does anyone have a idea what it could be,it wont leak un less i start the bike

That's irrelevant.

If your batt-try is over three years old, you should replace it regardless of how well it's performing.

Picture is not showing here but it sounds like a stuck float. Tap the bowl with a screw driver handle to see if that (temporarily ) fixes it.

well the vulcan has been picked up, he said should be around 150$ for labor and $150 for carburetor repair, $80 for oil change.

You should have tried opening the filler cap to see if the leaking stopped.
