The wagon tracks are there because wagons apply a lot of weigh to a very small area and all the wagons follow the same path, compacting the tracks deeply. Car tires are more like the hoofprints of the animals that pulled the wagons, which are long, long gone. Comparing the two, as the linked government site does, is bullshit. A typical white lie told to the masses in an attempt to convince them to behave, as they don't believe the truth will accomplish the goal.
