Dipshits do it all the time here. The architect's "foundation plan" assumed a flat lot. The the engineer hired to size beams ignored the foundation plan. The contractor was entirely on his own when he broke ground.

You have it exactly backwards. That column/ deck was built before I was hired.

Here's another pic, 4 months earlier, when they asked me to inspect the main house foundation. Gee, I wonder why the walls shake when the wind blows.

The way it works here, all too often, is that a contractor build something without complete plans. Here the architect did a "foundation plan" assuming a flat lot. No cross sections or even relative elevations at the corners.

So they build shit, don't pass inspection, so "call an engineer". The engineer that sized the beams had nothing to do with the foundation and didn't want anything t do with it. Why? You'll have to ask him.

The issue here is the height of the masonry column, it's connection to the wood post, and it's questionable ability to resist moments and uplift.

Moments are caused by axial loads on the column, wind loads on the column, and the fact that the 6x6 wood post is sitting on the far edge of the masonry. So, will it buckle under the design loads?

Wind loads here are huge. There's uplift on the deck itself, then add on the roof. I tell people, 'look, you built a wing. You are hiring me to make it not fly.' This is, in effect, a biplane.

Who (county, city, etc.) reviewed the plans and issued a building permit? We've had a number of houses built and a shovel never hit the dirt until a complete set of plans were submitted and approved. Does that not happen where that house is and, if not, why not?
