I don't know on others states, but here in CA you can send a license plate number online reporting it to DMV for SMOG.

Call the AA number (blocked), give them his address and tell them you are contemplating on drinking yourself to death.

If he has children, make a social services report.

When you paint the drum, do the letters in Glow In the Dark!! This way you have 24 hour coverage.
They make a luminescent paint which lasts for quite some time in the dark. We used it on our compartment markings on the ship. Pretty cool.

As much as I would enjoy painting that on the barrel, I will refrain due to young kids in the neighborhood. ( including the ones who just moved in with two young boys who would have a perfect view of the words from their yard )
