Sure it does. Libertarians believe in self reliance, and are for small, limited government. So we can assess blame on the owner for the dog getting out, although anyone who has ever owned a dog knows that can just happen. Obviously y'all have never been bitten by an animal that may have been rabid. Unless you can retrieve the animal, kill it, and have it's brain analyzed, you have two choices.

1. Get a series of expensive, painful shots that will have you out laid up for a few days, or
2. Take your chances, keeping in mind that if you begin to show symptoms, the prognosis is always death.

Cop 1, Little White Puppy Mill Dog 0.

inviting the police into a non violent situation is a bad idea, I thought you would be interested in not having police involved in your life
but, you go right ahead and call the cops for a stray dog...
the police are hammers who only see nails...I don't want to be anywhere near them
their problem solving skills are very limited
