The vote that made the SS funds available for other purposes happened in 1968. No subsequent legislation ever reversed that. So I'll say it again:

Number of boomers who voted for those in congress that passed the unified budget = exactly zero.

My dad was a hippie who lived in a commune and believed in communism.
