My last time in Baltimore, we had police escort 100% of the time and they insisted we not drive or walk anywhere without an escort. Not sure how much more chit hole you can get than that.
Oh why was I there in the first place? My bil had been shot by a perp in a near by suburb. Again not a chit hole.
