I can only speak to the "drive into the river" aspect of it having driven that stretch of road a time or two. It's really a coastal marsh right along the highway as you get to Galveston Bay. There aren't any guardrails and the highway shoulder just drops right down to the sea in the space of less than a couple of hundred feet.
After Hurricane Ike there were pretty good sized boats that were deposited on that highway by the storm surge.
If he lost it at all, a pretty minor spin would put him in the sea.
As for the rest of it - he's just a goober.
