Yes captain obvious, it is "the individual".
But some humans never mature past adolescents, so they need some sort of incentivization to NOT be dumbasses.
AND, some will continue to be lifelong dumbasses despite ALL incentivization. Nature vs nurture. You can't change chitty genetics.
