Think of the radiation like wood smoke... you start a fire, let the smoke out of the wood and end up with only ash which cannot be distilled back into something flammable.
We "burn" the fissile material out of fuel rods in a reactor and the "leftover" radiation is now too weak to make the fire burn, but is too strong to sleep next to. Can't make the ashes back into logs....
