You need to have the car running. The system operates both with electric actuators, and vacuum actuation.
If ti still does the same thing, you'll need to check the vacuum lines. They areaccessible from the passenger side. Remove the wheel, and the wheel liner, amd you'll be able to see where the vacuum line from the engine comes to a splitter that runs into the cockpit.
The main line comes off the back of the intake and its a pain to get to. If you have realy small hands, you can reach it. If not, you have to remove the intake to replace the line.
