I grew up in Huntington. I worked minimum wages jobs for my first 2-2 1/2 years of college. I moved up by becoming a janitor. My last year of College ( 1978) I made 10K.
He can do it. You are doing the right thing for helping him.
But Minimum wage is not designed to raise a family on as you said in your OP.
