Let people defend their businesses and property with whatever they need to to not be looted or burned out. If the police are going to abdicate their role as keepers of the peace, then at least give the people the right to keep the peace themselves. For companies like Target and Walmart, they'd probably have to hire Blackwater, or similar merc company to protect their assets. I doubt regular security guards would be willing to do what was necessary.
