It actually comes from a Marketing class I took many years ago that spent a great deal of time dissecting ads to determine the real meaning and how to choose words which are not lies, but are not fact. The intention being that they infer facts.
Such as: "Makes hair feel healthier after just one wash". Your hair is NOT healthier at all. It "feels" healthier though.
Or diet foods that guarantee weight loss
when used with an exercise program.
