And they would be WRONG.The only way we can reduce criminal activity to to make it painful to commit a crime.
In the 90's when I moved to NH the state police wondered why the towns on the border of MA had significantly lower crime rates that the towns the were next to in MA. After interviewing hundreds of criminals they found out the MA criminals did not come to NH because they were afraid of getting shot.
