When you look at voting demographics, almost the whole state is usually red, but Northern Va, and Richmond carry the whole state. I was born in Leesburg, and raised in Pulaski county, and I certainly don't have liberal values. That said, even when I lived there, there were plenty of us that called it the communistwealth.
