We just spent close to 13K on 2500 square foot house, 650 square foot patio and 3 car garage. Don't do the shingle over, they will last half as long as a full tear off.
The extra to do the tear off is well worth the price of doing a roof over. Plus with a leak you might have some boards needing attention. The price we paid the roofers also corrected numerous mistakes from the previous "Handyman" who did the roof before.
