He is NOT responsible. Period. Those were ADULTS. They weren't forced to do jack-shit. They made a bad choice. They should be held accountable. no one else. EVEN IF police let them past barriers...even IF police held the door opened for them to come inside, they made the decision to break windows and get in to physical altercations. No one except themselves is to blame.
