I drank the tap water when I visited the Phillipines, both in Manila, and in Santa Cruz, Laguna. No issues. I guess all those years of eating hot dogs that fell into the dirt paid off. I drink the tap water here, too, although I have a faucet filter to try and pull out the chlorine.
