he can do 5 minutes tops. and the loud applause would scare him, as would the bright lights, so he's in training with Jill to get up to 15 minutes.
alternately, he'll claim he doesn't want to create a super spreader event by having all of congress in one place, so he'll just send a written report (prepared by others) and call it good (that's how it was done until about the 1930s or so, only in the age of radio and TV did presidents want to show off).
