The best thing you can do is take his guitar to a teacher to make sure it is set up right. Then buy lessons. Lose the distortion for practice.
Next year buy an amp in the $750-1000 range. Use this as a carrot to keep up with lessons. I hit craigslist and bought a 95 Tweed Fender Blues Jr. for $300. Sounds ****ing great.
If guitar is shit, change strategy and start with a good, playable instrument. Amd lessons.
