Hate to say it Tim, but you are stuck in 1992. That car will bring what he's asking in a second. On a personal level, do I think they are worth what they bring these days....nope. Problem with that car is, without seeing it, it is tough to judge. If the rocker panels are the only things that have to be cut out, not too big of a deal. Fenders are shot, but they are dirt cheap for replacements. Quarter panels would be my concern. If they are not shot out, needing replacement, that is a good point for the car. But that is a big if. It is a rust belt car. Thing is, these days, 3800 bux will only get you a shell with a tree growing through where the roof used to be. Also, a 307...nothing but a boat anchor. IMO, it would be better to find one in the 20k something range with a good body, paint, and a 327 or above for a motor. Looking at the car, someone will have well over 10k in paint and bodywork in a hurry, and that is a low estimate. That car will be snapped up by someone thinking they will save money since it needs some work. Unless a body man buys it, they will be in for a rude awakening in a hurry.
