Happens every time there's a huge storm or hurricane and with the current flowing south to north, it takes a lot for it do drain into the Atlantic. the incoming tides reach in so far that it makes it take longer, too.
Sanford is on a lake, and that lake now goes to Second Street downtown. Not mention all the areas peasants live that don't get reported on. Small creeks run through Seminole county, to Monroe and then St John's. Most have swallowed all those fancy houses built in the last 20 years. Just waiting for the neighborhood built on top of the old rendering plant to start stinking soon! Many roads have just been shut down in the county as things drain downwards, with a number of smaller bridges washed out.

Saw a rain chart that said New Symrna literally got twice as much rainfall as Cape Coral and the west coast. Got the winds too, but press doesn't know it exists because they are crying over all the vacation homes in the SW area.
