That's exactly how it worked in this case (the one Hillary was allegedly involved in). I think you're either being blind to the issues or living in a dream world of false security. First of all, transporting uranium ore is much, much different from transporting enriched uranium. Uranium ore is pretty harmless; the ore is ground up and the yellow dirt that contains the uranium (called "yellowcake) is put into barrels and hauled to the refinery. Unless one eats the yellowcake or inhales large amounts, it's not dangerous.
In this case the ore was hauled away in trucks to the refinery in Canada. The only precaution is checking paperwork at the American/Canadian border for permits to haul the ore. The owner of the mines in Wyoming said the ore was hauled away in trucks.
All one has to do is to look at the poll results in this thread; 79% of the respondents say that the FBI/DOJ is corrupt. If the powers that be in Government agencies choose to look the other way, anything can happen. When the President says to ignore something, they obey. Hillary sold uranium ore to Russia for $135M; I believe it can be proved. But you're saying it just couldn't have happened because our Government won't let that happen....
When the 911 pilots had flying lessons in this Country to learn how to take off but not how to land a plane, authorities were notified. What did they do? Nothing. How many terrorists has the TSA caught? None. The Government is not supposed to give arms to drug lords...but it did. The Government is supposed to protect our military personnel...but Hilary wouldn't respond to the plea for help from the Benghazi men.
Congress is supposed to spend our money wisely...instead it uses taxpayer money to set up a slush fund to cover up "bimbo eruptions." Instead of setting up a Social Security Trust Fund...it spends the money and replaces it with than IOU. And it creates a $21B deficit the we can never repay.
