This is the easiest and most intuitive method. If you find this didn't work once posted, you may have misspelled the name, or if the username contains spaces or special characters, try
@username; (add a semicolon at the end)

Yes, that method does work...I just tested it following your exact instructions --> @

At no point is entering a userID number necessary.
Edit: I quoted this post and now see the user # does get added to the tag, however that was done by the tagging software, not by me looking up or entering the number. This action happens only when the post is submitted, you won't see the name appear as a link on preview.
