That's a double edged sword. Slumlord properties rent cheaply. If you force slumlords to rehab their properties, they will have to raise rents accordingly, which will force out the people who currently live there because that is all they can afford. That's the whole principle behind gentrification.
In the end, the poor still have to live somewhere. Push them out of Kushner's buildings and where will they go? The best thing that can be done for those people is to create job opportunities for them, so they can start climbing the ladder, earn more, and live in better conditions. That's what Trump's "Opportunity Zones" are all about. Notice Baltimore hasn't indicated an interest in participating in that program.
Hopefully Ben Carson's visit and the spotlight Trump has put on Baltimore will lead to real help for those folks....a hand up, not a hand out.
