this is a dangerous idea, that the police can decide to investigate any case they see fit, and then if the DA decides not to charge you, to have the police send you a bill for their no doubt inflated costs.
"we spent 3 hours looking for speeders, we didn't find any, but we did record you passing by officer Barney, so here's your bill for 3 hours of Barney's time, pay up!"
