You don't have to knock on doors to get people fired from their jobs, or screwed with by federal or state regulatory agencies.
Example:
Hello, EPA? Yes, I need to report a guy dumping waste oil in the arroyo behind his house. For someone with school age kids, a simple call to CPS can start a shit storm. And for all this, the process IS the punishment. Yes, you'll probably eventually be able to prove you didn't dump toxic waste or beat your kids, meanwhile, you're out big lawyer bills, you neighbors think you're scum, and you may or may not still have a job.
