I believe you mean FOIA, and as a contractor, I responded to dozens. While the FOIA request is directed to the .gov, you are bound by law to protect ANY information, by Federal Statute, under the request regardless of affiliation. We see the original request, as well as a nice note from the DoJ to keep all materials. Every week, the gov publishes the FOIA's to a broad range of commercial entities to ensure coverage. Your "extensive" research has a fatal flaw.
