I see your point. I was just saying that by "peaceful" it could be meant that those people were not taking up arms against the "enemy". And I totally agree that the "peaceful" and so-called "innocent" in Germany during WWII had to have known what was going on in the concentration camps and cermatories and are therefore complict in it. Probably the same for the others you mention.
