That design was quite popular on high performance 2 strokes of the period as it was thought to provide better air cooling. As a side "benefit" the engines created harmonics at certain revs and the fins vibrated loudly, sounding (in some instances) like a bell. Hence the term "ring ding" when referring to 2 stroke powered bikes.
