Tough question. The cellular technology has a lot of useful purposes, such as Waze navigation. Cars could easily implement cellular jamming devices to make the phone inoperable while in motion, but one has to ask "What about the passenger".
There is no easy answer, but at the end of the day, the driver needs to quit touching the phone. Maybe cellular location services will evolve to the point that they can differentiate between the location of the driver and the passenger, but I'm not banking on it.
At the end of the day, it all boils down to how parents raise their children. GWiz never touches the phone while driving.
