Once the must haves get back on line, you focus on getting the biggest bang for your buck, in other words, what can we do to get the most people back on line first? If a transmission line is down, causing outages for hundreds or thousands, you fix that, then work on restoring smaller blocks of users, and finally, you work on fixing individual drops, where it's one home or business without power.
