Sure, but IP addresses aren't exactly hard to come by. He used a "HideMyAss" proxy with a UK address to create this account.
I have more tricks up my sleeve that I can't share, so no matter the IP, he's still pretty easy to identify. I told the mods earlier today that I was pretty sure this (and another account) was him again.
