Sounds like the results of our entitlement society. People feel that others "owe" them. You have some money because you made good decisions/were lucky/worked hard/inherited it/whatever, and the person who needs the money feels "hey, you don't need that money, but I do....somehow, I'm entitled to it", and if you press for it back, YOU are the bad guy, YOU suck, etc.
It's a mindset that is commonplace now, and I really can't understand it, even though I see it all the time.
There was a scene in one of my favorite movies, "A Bronx Tale", where the mob boss mentor tells his young protégé, (paraphrased) hey, you loaned $ 20 to a guy and now he avoids you because he won't pay you back. Consider that a cheap payment to get rid of someone you don't want around you anyway.
