Pulled the plug and put a socket on the flywheel. It turns! Wasn't locked up like I had thought. No bad sounds either. No oil deposits or discoloration around the head/block or gasket surfaces. Spark plug looks really nasty and may have been burning oil or running super rich.

Next steps will be to clean carb./fuel system. Figure out some wiring - someone has messed with it before. Not sure, if they were bypassing safety switches or what exactly. I'd like to get it running before ripping the motor apart if possible.

I think I'll just try to jump start it with a jumper cable straight to the starter positive lug.
