LOL no she wasn't reading, at least not much because you're not allowed to bring prepared notes to the debate. She (once again) was wearing earbuds and getting fed audio (totally against the rules, but then again she's Hillary and rules don't apply to her.) This video is queued up at 2:29:23 and you can actually hear them feed her the word "dozens" before she says it.

She lowers her head like that when she's trying to process what they are sending her. In the Wikileaks Huma even mentions that she forgot her earbuds and she needs to make a special trip to get them, this just prior to Hillary giving a speech at the UN. You may need to put on headphones or earbuds (ironic) to hear it clearly, but when you do it's unmistakable.
