Where does it say that? I tired to download the form from ATF, but I seem to be having some sort of set-up problem. I don't remember the words "habitual drinker" being on any of the forms, and if it is, I would like to see the definition. Someone who has one beer with dinner most nights could easily be considered a "habitual drinker".

I remember from the FID application, that the references had to state that the applicant was not a drug user, or a "drunkard".
