No amount of outside intervention will fix the root of this problem. Until the affected communities find the strength to denounce the welfare state, find meaningful employment, foster two parent households, end the objectification of women, and in general become useful members of society so their offspring have hope of advancement in the world instead of despair and desperation there will be no peace. No outside influence can end this... these people have to grow up on their own and until something forces them to it will continue.
