Did you read the initial instructions??
It will continue to give you terrorists ad infinitum, until 10 of them escape.
Moral of the story, sometimes it's better to shoot the hostage to make sure you get Bin Laden too.
Two other things I learned:
1) Huge monitors and large browser windows require bigger movements. Shrink the window.
2) Use multiple shots, even though you don't always have to, to make sure you can reload easily.
