or perhaps adopt a challenge/penalty system. instead of nascar checking cars, put the burden on the other teams. they know the tricks and who is suspected of "innovating". if a team thinks another team is breaking a rule, let them file a protest. if successful, the challenged team gets penalized. if the challenging team is wrong, they suffer the same penalty.
much like hockey handles stick challenges. the refs do not check every stick prior to or after a game. the opposing team can challenge any stick on the ice. if they are right, the offending team takes a 2 min minor. if the accusing team is wrong, they take a 2 min minor.
puts nascar in the judging seat, not the prosecuting seat.
what they are doing now is not working as far as the fan base is concerned.
