I don't know about Florida, because I don't live there. But here in NJ, all gas stations are required to have back-up generators for exactly this purpose. They pump gas and ring up your milk and bread purchase just fine when the power is out.

The bigger problem is that in the middle of a hurricane, fuel deliveries are negatively impacted. Those evacuating late may, and often do, encounter gas stations that have all the electricity they need to pump gas, but no gas to pump.
